Arakan Army Now Takes Forced Recruitment under So-Called “National Defense Emergency” Framework

As of 4 May 2026, the Arakan Army (AA) is enforcing compulsory recruitment across AA-controlled areas of Arakan (Rakhine) State under so called “National Defense Emergency” framework.

While officially targeting individuals aged 18–45, multiple verified accounts indicate the recruitment of minors aged 15–17, including students and members of vulnerable communities.

Reports describe coercive practices, with individuals summoned or taken from villages and given little or no ability to refuse. Families often cannot secure their children’s release, and movement restrictions limit access to external assistance, suggesting recruitment is enforced rather than voluntary.

Minority communities, including Chin, Khami, and Rohingya groups, report growing fear and declining trust in AA so-called administration. The expansion of recruitment to minors suggests increasing manpower pressures and a shift toward coercive mobilization.

For already vulnerable Rohingya populations, this further heightens insecurity and weakens protection for children.

These patterns point to institutionalized coercion rather than a limited emergency response. The AA appears to be consolidating control not only through military and economic means but also by integrating local populations into its armed structure.
